A Chartering Ceremony was held on 31 October 2010 for Flotilla 12-08. COW3 Sean McGarigal, OTO, DIRAUX, read the Charter. COMO John Witemeyer conducted the election of the 12-08 officers. Betty Smith was elected Flotilla Commander and Cynthia Chaimowitz was elected Vice Commander. Deputy Chief of Staff Robbie Robinson administered the Prologue and Pledge to the elected officers. Division 12 Commander Robert Lesperance presented Plank Certificates to all members of Flotilla 12-08.

FC Smith discussed the importance of having a flotilla serving the Nanticoke River. Division 12 Vice Commander Dennis Nield presented burgees to the newly elected officers. Central Area Captain Jay Brandinger summarized the efforts of establishing the new flotilla. Lastly, CWO3 McGarigle praised the dedication of the auxiliary as a force multiplier to the U.S. Coast Guard.

The ceremony was held at the Nanticoke River Yacht Club in Seaford, DE. Auxiliarist Stephen Smyk served as Master of Cerimonies.
